About this opportunity

The California Department of Transportation (Caltrans) has issued Invitation for Bid (IFB) #08A3885 for Encampment Site Waste Removal and Cleanup Services across Riverside County, targeting waste management at homeless encampment sites. The contract will run from October 6, 2025, to October 5, 2028, with Caltrans planning to award up to two bidders. Contractors must provide comprehensive waste removal services, including collection, transportation, and legal disposal of environmentally regulated, biological, and hazardous waste from encampment sites on an on-call, as-needed, and urgent basis. Significant contractor qualifications are required, including a Class A General Engineering Contractor License, Hazardous Substance Removal Certification, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and multiple specific training certifications such as HAZWOPER and Confined Space Entry. A mandatory pre-bid conference is scheduled for July 17, 2025, in San Bernardino, with final bids due by 2:00 p.m. on July 24, 2025. Contractors must also possess various permits from agencies like the Department of Pesticide Regulation, California Department of Motor Vehicles, and Department of Industrial Relations.

The solicitation includes small business and veteran-focused provisions, with Caltrans targeting a 25% Small Business participation goal. While a Disabled Veteran Business Enterprise (DVBE) participation requirement is not mandatory, DVBE participation is encouraged, and a DVBE incentive will be applied. Prevailing wages will be required for bid amounts exceeding $15,000. The bid includes detailed pricing structures for personnel classifications, equipment, materials, and disposal services, with estimated quantities provided for each line item. Contractors applying or spraying disinfectant must possess additional specialized licenses, such as a Pest Control Business Branch or Main license and a Qualified Applicator License with Category K certification. The solicitation covers jurisdictions including Riverside County, San Bernardino City, Lake Riverside CDP, and Riverside City, indicating a broad geographic scope for waste removal services. While specific contract value is not explicitly stated, the comprehensive requirements and multi-year duration suggest a significant procurement opportunity for qualified waste management contractors.
