About this opportunity
The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB) Number 07A6123 for Encampment Site Waste Removal and Cleanup Services in Los Angeles County, covering multiple jurisdictions including Los Angeles County, Lake Los Angeles CDP, Los Angeles City, and East Los Angeles CDP. The contract requires a contractor to provide comprehensive waste removal and cleanup services for state highway rights-of-way, specifically focusing on collecting, removing, transporting, and legally disposing of environmentally regulated, biological, and hazardous waste, contaminated materials, debris, and litter. Contractors must possess extensive qualifications, including a Class A-General Contractor License, Hazardous Substance Removal (HAZ) Certification, Hazardous Materials Certificates, Trauma Scene Waste Management Practitioner Certificate, and multiple transportation and waste management licenses. The solicitation covers interstate routes I-5, I-10, I-60, I-101, and I-110, with a mandatory pre-bid conference scheduled for June 5, 2025, and bid submissions due by June 12, 2025, at 2:00 p.m. Bidders must demonstrate compliance with numerous regulatory requirements, including DIR registration, DMV Motor Carrier Permits, and various hazardous materials and waste transportation certifications.
The procurement includes specific set-aside provisions and participation goals, notably a 25% Small Business (SB) participation requirement, where certified small businesses or firms must commit to subcontracting 25% of their work to eligible small businesses. A Disabled Veteran Business Enterprise (DVBE) incentive program is also implemented, offering incentive percentages ranging from 1-5% based on DVBE participation levels. The contract will be a multiple-provider agreement, with up to two bidders potentially awarded. The contract term is scheduled from July 10, 2025, to June 30, 2028, with prevailing wage requirements applying to work exceeding $15,000. While specific award values are not explicitly stated, the comprehensive nature of the services and the multiple jurisdictions involved suggest a potentially significant contract value. Additional requirements include organic waste recycling compliance, confined space entry protocols, and specific procedures for handling personal property discovered during cleanup operations, indicating a complex and highly regulated service procurement.
