About this opportunity

The California Department of Transportation (Caltrans) has issued an Invitation for Bid (IFB #01A6527) for Encampment Site Waste Removal and Cleanup Services across Del Norte, Humboldt, Trinity, Siskiyou, Mendocino, and Lake Counties. The procurement seeks multiple on-call, as-needed contractors to provide urgent encampment cleanup services, with potential for up to two bidders to be awarded the contract. Contractors must possess extensive licensing and certification requirements, including a Class A-General Contractor License, Hazardous Substance Removal (HAZ) Certification, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and various other specialized permits from agencies such as the Department of Industrial Relations, Department of Motor Vehicles, and Department of Toxic Substances Control. A mandatory pre-bid conference is scheduled for June 3, 2025, in Ukiah, California, with bid submissions due by June 10, 2025. The contract will run from August 1, 2025, to July 31, 2028, with services primarily performed during normal working hours (7:30 a.m. to 4:00 p.m., Monday through Friday), though urgent services may require work outside these hours.

The solicitation includes significant set-aside provisions, with Caltrans committed to a 25% Small Business participation goal. Bidders can receive a 5% preference if certified as a Small Business or Micro Business, or if they commit to subcontracting 25% of their work to such businesses. While Disabled Veteran Business Enterprise (DVBE) participation is not mandatory, a DVBE incentive program offers up to a 5% incentive based on subcontractor participation levels. Compensation will be based on unit prices for personnel, equipment, materials, and disposal services, with payments made for actual hours worked during encampment cleanup operations. Prevailing wage rates will apply and vary by county, with different rates determined by the total bid amount. The contract requires extensive employee training, including Hazardous Waste Operations and Emergency Response (HAZWOPER) certification, Confined Space Entry Certification, and annual refresher training. While specific budget ranges are not explicitly stated, the comprehensive requirements and multi-county scope suggest a potentially significant contract value for qualified contractors.
