About this opportunity
Caltrans is seeking a prime contractor for Encampment Site Waste Removal and Cleanup Services through an Invitation for Bid (IFB) #07A6188, targeting Los Angeles County's South Region, specifically including Los Angeles City, East Los Angeles CDP, and Lake Los Angeles CDP. The contract involves collecting, removing, transporting, and legally disposing of environmentally regulated, biological, and hazardous waste materials from state highway rights-of-way, with a focus on cleaning encampment sites and separating hazardous from non-hazardous waste. Contractors must possess extensive specialized licenses and certifications, including a Class A General Engineering License, Hazardous Substance Removal Certification, Hazardous Materials Transportation License, Trauma Scene Waste Management Practitioner Certificate, and HAZWOPER training. A mandatory pre-bid conference is scheduled for August 19, 2025, with bid submissions due by August 28, 2025 at 2:00 p.m. The contract will run from December 1, 2025 to November 30, 2028, with Caltrans anticipating awards to up to three contractors for these on-call, as-needed, and urgent services.
Caltrans has established a 25% Small Business (SB) participation goal for this procurement, with encouragement of Disabled Veteran Business Enterprise (DVBE) participation and a potential DVBE incentive. While DVBE participation is not mandatory, it is preferred. Prevailing wage rates will be required for work exceeding $15,000. Contractors must demonstrate multiple qualifications, including Hazardous Materials Certificates from the U.S. Department of Transportation, California Highway Patrol transportation licenses, and registration with county agricultural commissions for disinfectant application. Bidders will be compensated through unit rates covering personnel, equipment, materials, bins, and disposal services, with detailed pricing to be provided in the bid proposal form. Although specific budget ranges are not explicitly stated, the comprehensive nature of the required services and multi-year contract duration suggest a potentially significant contract value that will support ongoing encampment site management and waste removal efforts across Los Angeles County's southern region.
