The procurement requires a C-10 licensed electrical contractor to complete a specialized electrical infrastructure project involving 60-65 feet of trenching and installation of 60 feet of electrical cable with supporting conduit from the school's existing electrical panel to the Air Monitoring Network (AMN) fenced area. Key deliverables include installing a 4x4 post-mounted 2-plug GFCI outlet with minimum 25-amp capacity, circuit breaker installation, trench filling, and site damage repair. A mandatory pre-bid site inspection is scheduled for December 19, 2025, at 11:00 a.m. at 250 Salinas Road, Watsonville, with only attendees eligible to submit bids. Bid submissions are due by January 19, 2026, at 12:00 p.m., with electronic submissions required to ContractsUnit@CDPR.ca.gov, and a public bid opening set for January 21, 2026, at 11:00 a.m.

The contract includes provisions for Disabled Veteran Business Enterprise (DVBE) and small business incentives, offering up to a 5 percent advantage depending on participation levels. Insurance requirements include comprehensive general liability insurance with $1,000,000 per occurrence and $2,000,000 aggregate limits, automobile liability of $1,000,000, and workers' compensation insurance. The contract will be awarded to the lowest responsive, responsible bidder within 90 days of bid opening, with an estimated contract start date of February 3, 2026, and expiration on June 30, 2026. Prevailing wage rates for Santa Cruz County will apply for projects exceeding $15,000, and bidders must submit several required attachments including a contractor cost sheet, bid certification, prevailing wage acknowledgement, non-collusion declaration, contractor license information, and Darfur Contracting Act certification.
