About this opportunity
The California Department of Rehabilitation is seeking a meal service contractor for the Orientation Center for the Blind (OCB) located in Albany, Alameda County. The Invitation for Bid (IFB #C25-33092) requires a vendor to provide comprehensive meal services for up to 18 participants daily, including weekday and weekend meal requirements. Meal specifications are extensive, mandating individually packaged meals prepared under a Registered Dietitian's supervision, with specific nutritional components for breakfast, lunch, dinner, and brunch. Each meal must include precise protein, vegetable, and grain measurements, and accommodate numerous special dietary needs such as gluten-free, lactose-free, halal, vegetarian, and renal diets with as little as 24 hours' notice. The meals will be delivered to 400 Adams Street, Albany, CA, with varying weekly delivery frequencies of two to three times. The bid is due on June 23, 2025, at 2:00 pm, with a bid opening scheduled for June 24, 2025, at 11:00 am, and an anticipated contract award date of July 7, 2025, covering a period through June 30, 2027, with potential one-year renewal.
The procurement includes specific set-aside designations and participation goals, notably 25% for Small Businesses and 3% for Disabled Veteran Business Enterprises (DVBE). Bidders can receive preference calculations for Small Business certification, with potential 5% advantages during evaluation, and DVBE incentives ranging from 1-5%. The contract has a total two-fiscal-year budget of $164,160.00, with annual allocations of $82,080.00. Participation requires compliance with multiple state certification requirements, including completing forms such as the Payee Data Record (STD 204), Darfur Contracting Act Certification, and documentation proving a "commercially useful function" for certified businesses. Additional bidder requirements include business licensing, insurance certificates, and adherence to civil rights laws. The state emphasizes creating a competitive environment with equal contracting opportunities, with no guaranteed minimum meal order and flexibility to adjust meal quantities based on institutional needs like school breaks or between program cohorts.
