About this opportunity

The California Department of Rehabilitation (DOR) is soliciting bids for Invitation for Bid (IFB #C25-33053) to establish primary and secondary contracts for Video Remote Interpreting (VRI) American Sign Language (ASL) Interpreting Services statewide. The procurement seeks certified ASL interpreters who hold current Registry of Interpreters for the Deaf (RID) and/or RID-NAD certifications to support DOR employees during meetings, conferences, and training sessions. Required interpreters must be capable of interpreting in various settings, including classroom environments, and must be able to translate presentations, lectures, videotapes, and group discussions. Services will be provided Monday through Friday, 8:00 a.m. to 5:00 p.m. Pacific Time, excluding holidays. The bid is due on May 21, 2025, with a public bid opening scheduled for May 27, 2025. Bidders must demonstrate comprehensive qualifications, including business licenses, insurance certificates, references, and a detailed list of certified interpreters. Failure to provide certified interpreters will be grounds for contract cancellation.

The contract includes specific set-aside provisions for Disabled Veteran Business Enterprise (DVBE) and Small Business (SB) participation, with state goals of 3% DVBE and 25% SB enterprise involvement. Bidders can receive incentive preferences ranging from 1% to 5% for DVBE participation, which can provide a competitive advantage during bid evaluation. The anticipated budget is approximately $1,000,000.00, with $450,000 allocated annually for the primary contractor and $50,000 for the secondary contractor. The contract will be awarded to the two lowest responsive and responsible bidders based on competitive hourly rates for VRI services. The contract period will cover from approval through June 30, 2027, with an option to renew for an additional one-year period. Bidders must complete various certification forms, including the Payee Data Record (STD 204), Darfur Contracting Act Certification, and documentation demonstrating DVBE and small business commitment.
