About this opportunity

The California Department of Rehabilitation (DOR) is seeking bids for refrigeration service and repair across multiple counties, including Yolo County. The contractor will be responsible for providing maintenance, service, and repairs on commercial refrigeration equipment used in DOR's Business Enterprises Program (BEP) cafeterias, snack bars, roadside rests, and vending facilities located in CDCR correctional facilities, state and federal buildings. The contract term is from January 1, 2025 to December 31, 2027, with an anticipated budget of $135,000. Bids are due by December 2, 2024 and will be awarded to the lowest responsive and responsible bidder. Bidders must have a C38 refrigeration contractor license, EPA certifications, and comply with other regulatory requirements. The contract includes provisions for reimbursing parts and materials costs, with a 20% markup allowed on the Contractor's wholesale costs.

The state has annual participation goals of 25% for certified small businesses and 3% for certified Disabled Veteran Business Enterprises (DVBEs). Bidders must provide documentation demonstrating they have met the DVBE participation requirements, if applicable. The solicitation includes the DVBE incentive, which allows for an incentive calculation of 1-5% of the original bid price depending on the level of DVBE participation committed. Bidders will also need to complete and submit several state-required forms, including the Darfur Contracting Act Certification, Payee Data Record, and GenAI Disclosure.
