About this opportunity

The California Department of Consumer Affairs, Business Services Office, Facilities Management Unit is requesting bids for recycling services at 13 designated DCA facilities throughout Sacramento and Rancho Cordova under IFB BSO, FMU-26-01, with bids due July 7, 2026 and a mandatory site inspection tour on June 23 or June 24. A 5% Small Business Enterprise (SBE) preference applies to certified small businesses or non-small businesses committing to subcontract at least 25% of the net bid price to California-certified small businesses.

The scope covers collection and processing of recyclable materials from in-house locations (white paper, mixed paper, newspaper, magazines, cardboard, books, and California Redemption Value containers) and dockside collection at the Contractors State Licensing Board location. The contractor must submit quarterly tonnage reports by material type and facility and respond to service issues, including missed pick-ups, within five business days.

The contract term runs September 1, 2026 through August 31, 2029. Evaluation is based on the lowest responsive bid for total agreement cost across all three contract years; bidders must submit a cost sheet reflecting proposed charges per pick-up at each of the 13 locations. The contractor must maintain general liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million combined single limit, and workers' compensation coverage. Payment is processed monthly in arrears with 10% withheld pending final project acceptance.

Bidders must submit the Bidder Certification Sheet, three references for similar services within the past five years, contractor certification clauses, and Darfur Contracting Act certification. Written questions are due June 24, 2026 at 12:00 p.m., with responses provided by June 29. The public bid opening is scheduled for July 8, 2026 at 9:00 a.m. DVBE participation is waived; voluntary DVBE reporting is encouraged.
