About this opportunity

The California Department of Consumer Affairs, specifically the Board of Registered Nursing (BRN), is soliciting bids for an Invitation for Bid (IFB) BRN-25-01 to provide comprehensive fingerprinting services for registered nurse applicants. The contract will run from July 1, 2025, through June 30, 2028, with an estimated annual volume of 15,000 to 20,000 applicants. The selected contractor must be a California-certified Department of Justice (DOJ) fingerprint provider responsible for collecting hard card fingerprints, processing electronic conversions, managing data storage, and submitting fees to the DOJ. Key deliverables include establishing an online administrative reporting portal, providing a dedicated email address and toll-free number for applicant support, electronically logging and scanning hard cards, and maintaining electronic card copies for 12 months in compliance with DOJ and FBI guidelines. The solicitation timeline includes several critical dates: the IFB was available on 06/11/25, with final written questions due by 06/17/25 at 3:00 PM, responses provided on 06/19/25, and final bid submissions due by 06/25/25 at 3:00 PM. The public bid/cost opening is scheduled for 06/26/25 at 10:00 AM, with contract award anticipated by 06/23/25.

The procurement includes a 5% small business preference and requires bidders to meet specific certification standards. Disadvantaged Business Enterprise (DVBE) participation goals have been waived for this solicitation. The contract will be awarded to the lowest responsive bidder based on a per-unit pricing model for processing 20,000 total applicant fingerprint cards. Bidders must submit comprehensive documentation, including a cost sheet, references, and various certification forms, demonstrating compliance with state regulations such as the Darfur Contracting Act. While no incumbent vendor is specified, the successful contractor must integrate with existing DOJ and BRN systems for fingerprint processing and data management. The total contract value will be determined by the per-unit pricing, with an estimated annual processing volume of 15,000 to 20,000 fingerprint cards. Specific fees will cover hard card processing, electronic conversion, data storage, and DOJ/FBI submission costs, though exact monetary ranges are not explicitly detailed in the solicitation documents.
