About this opportunity

The California Department of Consumer Affairs (DCA), Bureau of Household Goods and Services (BHGS) is soliciting bids for a comprehensive calibration and maintenance services contract covering precision scientific instruments. The procurement, identified as IFB BHGS-25-04, seeks a qualified vendor to provide calibration services for gas meters, weight sets, equipment, rulers, measuring devices, environmental chambers, hygrothermographs, and balances located in Sacramento County and San Francisco City. Bidders must hold ISO/IEC 17025 accreditation, maintain full membership in the International Laboratory Accreditation Cooperation (ILAC), and demonstrate ability to conduct calibration services traceable to National Institute of Standards and Technology (NIST) standards. Key procurement dates include a final written question submission deadline of September 12, 2025, question responses on September 16, 2025, and a bid submission deadline of September 30, 2025, at 3:00 PM, with a public bid opening scheduled for October 1, 2025, at 10:00 AM. Successful contractors must provide detailed calibration certificates, measurement uncertainties, and performance reports for each instrument, with the contract covering annual calibration services from October 1, 2025, through September 30, 2028.

The solicitation provides a five percent preference for small businesses and requires specific insurance coverage, including commercial general liability, automobile liability, and workers' compensation. While no specific incumbent vendors are mentioned, the contract includes a $5,000 budget for potential equipment repairs or replacements, which suggests flexibility for vendor solutions. The total contract value will be determined by the successful bidder's proposed rates for calibration services across various instrument categories, including specific models from manufacturers like AALBORG, Mettler Toledo, Starrett, Omega, and Vaisala. Bidders must demonstrate the ability to maintain confidentiality of data and reports, meet the bureau's goals and objectives, and comply with all minimum qualifications outlined in Article IV of the solicitation. The contract appears designed to ensure precise, standardized calibration services for the bureau's scientific and measurement equipment, with a focus on accuracy, traceability, and comprehensive maintenance support.
