About this opportunity
California Governor's Office of Emergency Services (Cal OES) is requesting bids for statewide vehicle transportation services under IFB A261017447, with bids due August 13, 2026 at 10:00 AM PST, and a non-mandatory bidder's walkthrough on August 6 at 11:00 AM PST in Sacramento.
Cal OES seeks a transportation contractor to provide Class A and Class B licensed drivers to mobilize Cal OES-owned or leased vehicles — including Mobile Command Vehicles, Mobile Command Unit Trailers, tractor-trailer combinations, and box trucks — to support disaster logistics operations at any California-based incident or destination. The contractor must maintain a minimum of 10 qualified drivers and deploy personnel within four hours of notification, available 24 hours a day, 7 days a week, 365 days a year during declared state emergencies and critical business needs.
Bidders claiming California Small Business (SB) certification receive a 5% preference (not to exceed $50,000). Non-small business bidders claiming 25% SB subcontractor participation also receive a 5% preference. Disabled Veteran Business Enterprise (DVBE) participation incentives range from 1% to 5% based on confirmed participation levels.
The contractor must be a transportation company with transportation services as normal business functions, performing the majority of work with its own employees. All driver personnel must hold a minimum Class A license for four years with current Class A and B designations through the California Department of Motor Vehicles. Mandatory insurance includes Commercial General Liability ($1,000,000 per occurrence / $2,000,000 annual aggregate), Workers Compensation with Employer's Liability ($1,000,000), and Automobile Liability ($2,000,000 combined single limit).
Bids must specify hourly labor rates for regular, overtime, weekend, holiday, and emergency work, with all costs including travel, per diem, equipment, materials, and applicable taxes included in the rates. The initial budgeted amount is TBD pending evaluation. The contract term runs September 1, 2026 through August 31, 2028, with an option to extend for one additional twelve-month term with increases not to exceed $60,000 per year. Questions are due August 7, 2026 at 10:00 AM PST, with responses due August 11. Bid opening is scheduled for August 17, 2026, and the proposed award date is August 19.
