About this opportunity

The University of Texas at Tyler is requesting sealed bids for chartered transportation services for the university's Athletic Department during fiscal year 2027 under IFB 750-25/26-014, with bids due August 13, 2026 at 3:00 PM and questions due August 6, 2026 at 3:00 PM.

The scope covers chartered vehicles for athletic team travel to sporting events on specified dates and destinations. Bidders must submit a signed coversheet, specification and pricing schedule, COVID-19 risk mitigation and sanitation plan, evidence of insurability, payment terms, and any exceptions to terms and conditions. Vendors must provide workers' compensation, commercial general liability, and business automobile liability insurance with specified minimum limits varying by vehicle capacity. The university will reimburse one single hotel room per driver on overnight trips and applicable fuel surcharges when fuel prices exceed $0.25 per gallon above the Gulf Coast benchmark rate, with fuel credits applied when prices decline.

The contract term begins upon execution and expires August 31, 2027, with the university reserving the right to extend up to three additional months at its sole discretion. The university is exempt from state and federal excise taxes.

Evaluation criteria include purchase price, vendor reputation and quality of services, compliance with disability hiring and Historically Underutilized Business laws, total long-term cost, past vendor relationships, and the extent to which vendors propose corporate sponsorship and in-kind partnerships with the institution. The university reserves the right to award to one or more bidders and may make awards based on low line bid, low total of lines, or any combination serving its best interest. Bids must remain valid for 90 days after the submission deadline, and bid prices must be firm unless otherwise stated. Payment terms are negotiable; the university suggests 2% discount for payment within 10 days or net 30 days. The contract is subject to cancellation if funds are not appropriated by the Texas Legislature. All bids must be submitted through the UT Tyler Bonfire Interactive Online Portal.
