About this opportunity
The Agricultural Labor Relations Board (ALRB) of California is requesting bids on interpretation and translation services in indigenous languages, primarily Mixteco and Zapotec, on an as-needed basis under IFB 7300-26-011, with bids due July 8, 2026 at 5:00 p.m. The ALRB intends to award up to two contracts per region (Northern, Central, and Southern California), with the primary contractor in each region receiving priority for work assignments.
Optional socio-economic preferences include DVBE incentives and a 5% Small Business or Microbusiness preference.
Services include in-person and virtual interpretation (simultaneous and consecutive), written document translation, and video remote interpretation via Zoom and Microsoft Teams. Performance covers California's agricultural centers in Salinas, Visalia, Santa Rosa, Oxnard, Indio, and Santa Maria, supporting time-sensitive investigations, legal hearings, farmworker interviews, public noticing, board meetings, and remote proceedings. Bidders must identify which region(s) they are bidding for and submit a Contractor Cost Sheet and Contractor Language List. Written translations must be completed within forty-eight hours of request, with corrections provided at no additional cost.
The ALRB's total budget is $120,000 over the entire contract period. All bids exceeding this amount will be deemed non-responsive. Bidders must submit separate hourly rates for in-person and video remote interpretation services (regular hours, weekends, after-hours, and overtime) and per-word rates for written translation. Travel expenses beyond fifty miles, parking, and hotel accommodations are reimbursable per California Department of Human Resources rules with pre-approval and receipt documentation. The contract carries no guaranteed minimum work volume.
Contractors must maintain Workers' Compensation and General Liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), hold current business licenses and California Secretary of State registration, and comply with confidentiality and professional standards. The contract term runs thirty-six months through June 30, 2029, with an estimated start date of August 1, 2026. The anticipated award date is July 10, 2026. Electronic submissions are required to BSO@alrb.ca.gov.
