About this opportunity
The Texas Juvenile Justice Department (TJJD) is requesting bids for monthly exterminator services at the Gainesville State Juvenile Correctional Facility under IFB 644-26-072126, with bids due October 23, 2026 at 3:00 p.m. CST and a non-mandatory site visit scheduled for October 14, 2026 at 10:00 a.m.
The scope covers comprehensive pest and rodent control for interior and exterior treatment of all buildings on the campus located at 1379 FM 678 in Gainesville, Texas. Services include monthly treatment for mice, rodents, roaches, silverfish, moths, spiders, crickets, scorpions, and other crawling insects, with exterior areas examined and treated for fire ants as needed. Termites and bedbugs are excluded. The vendor must supply all exterminator supplies and equipment at no cost to TJJD; no items may be left on campus. Prior INS-410 approval of all supplies and equipment is required 7–10 days before services commence, and Safety Data Sheets for all chemicals must be submitted within five business days of contract start. A security officer must accompany all exterminator personnel on campus at all times. Vendor staff must pass criminal background checks, including fingerprinting and drug testing at TJJD's expense; individuals with felony convictions, domestic violence convictions, sex offender registration requirements, or outstanding warrants are disqualified.
The initial contract term runs November 1, 2026 through October 31, 2027, with three optional one-year renewal periods extending through October 31, 2030. The vendor must maintain workers' compensation and commercial general liability insurance with an "A" rating from A.M. Best Co. and provide proof of coverage within five business days of award. Unresolved service issues persisting beyond one week trigger a 10% monthly invoice credit. Liquidated damages of 2% of total service costs per calendar day apply for failure to perform timely services. No minimum service volume is guaranteed.
Questions are due October 16, 2026 at 3:00 p.m. CST, with answers provided by October 21 at 5:00 p.m. CST. Bids must be emailed to Tjjd-contracts-Ebids@tjjd.texas.gov. Contract execution is anticipated for November 1, 2026. Monthly invoices are submitted to GNSInvoice@tjjd.texas.gov with payment within 30 days of receipt or within 15 days if a 1% net discount is offered.
