About this opportunity

The California Department of Forestry and Fire Protection (CAL FIRE) is seeking a contractor for Hazardous Waste Removal and Disposal services through Invitation for Bid (IFB) #2CA07385, covering the Butte Unit (BTU) Headquarters State Auto Shop in Oroville and the Magalia Fire Center. The procurement encompasses comprehensive waste management services, including removal and disposal of non-RCRA waste, liquid waste (oil, hydraulic and transmission fluids), waste coolant, anti-freeze, paint, flammable debris, used oil filters, and waste solvents. Contractors must possess specific credentials including an EPA Identification Number, California Department of Toxic Substances Certificate, California Highway Patrol Hazardous Materials Transportation License, and a Motor Carrier Permit. The solicitation requires contractors to provide all necessary materials, labor, equipment, tools, permits, transportation, and documentation for waste disposal. Key deadlines include written questions due by May 12, 2025, and final bid submissions due May 16, 2025, at 2:00 p.m., with an anticipated contract term from June 1, 2025, to May 31, 2028, and services to be performed at least every 90 days or more frequently as operational needs dictate.

While no mandatory Disabled Veteran Business Enterprise (DVBE) participation goal exists, DVBE participation is encouraged with potential incentive applications. CAL FIRE has established a 25% Small Business (SB) participation goal, actively encouraging certified Small Businesses and Micro Businesses to submit bids. The solicitation includes a detailed rate sheet with pricing for various waste types, accommodating different disposal requirements. Contractors must also affirm compliance with economic sanctions related to Russia's actions in Ukraine. Although specific award values are not explicitly stated, the comprehensive nature of the waste management services and the multi-year contract duration suggest a significant procurement opportunity for qualified environmental services providers. The bid's structure and requirements indicate a preference for experienced waste management contractors with robust operational capabilities and comprehensive environmental compliance credentials.
