About this opportunity

Gloucester County Public Schools, through the County of Gloucester Central Purchasing Office in Virginia, is soliciting bids for Grade A pasteurized milk and dairy products for school cafeteria operations under IFB 27-002-SG, with bids due June 24, 2026 at 2:00 PM. No pre-bid conference is scheduled.

The scope includes skim milk, 1% white milk, fat-free chocolate and strawberry milk, lactose-free milk, cottage cheese, sour cream, and juices in specified annual quantities — 26,000 pints of skim milk, 85,500 pints of 1% white milk, and 263,300 pints of fat-free chocolate milk, among others. All milk products must comply with the Grade A Pasteurized Milk Ordinance and FDA requirements and be fortified with Vitamins A and D3. Deliveries must occur three times weekly Monday through Friday before 10:00 AM to designated schools within Gloucester County; all delivery costs are included in the bid price under F.O.B. Destination terms, and no sales tax, delivery charges, or fuel surcharges may be passed to the County.

The contract term is one year from award with up to four additional one-year renewal periods at the County's sole discretion, plus potential extension for up to six months following the final renewal upon mutual agreement. Prices must remain firm for the initial contract period; thereafter, price adjustments are permitted based on the Producer Price Index or Consumer Price Index for the relevant industry category, subject to County approval and limited to a maximum 5% increase per adjustment period. The County reserves the right to make multiple awards and to purchase from other sources if the contractor cannot provide contracted items, with additional costs charged back to the supplier.

Bidders must provide three references for equivalent services, proof of Virginia business authorization, commercial general liability and workers' compensation insurance with minimum limits of $1 million, and certification that all employees will pass criminal background checks for school property access. Payment terms are Net 45 days. The resulting agreements are non-exclusive and on-call with no guaranteed work volume.
