About this opportunity

The California Department of Highway Patrol is soliciting bids for evidence impound tow and storage services serving the CHP Monterey Area office on an as-needed, 24/7 basis under IFB 26C730001, with bids due October 27, 2026 at 2:00 p.m. and public bid opening at 2:15 p.m. the same day. Bidders must be rotation tow providers in good standing on the CHP Monterey Area office Tow Service Agreement and cannot have experienced suspension within the past 12 months — a gating eligibility requirement.

Small/Micro Business and Nonprofit Veteran Service Agency preferences of up to 5% are available. DVBE participation requirement has been waived, but bidders may voluntarily participate and receive incentive adjustments of up to 5% or $100,000, whichever is less.

The scope encompasses towing services across multiple weight categories (light duty, medium duty, heavy duty, rotator, and motorcycle trailer), evidence storage at the contractor's facility, and post-storage vehicle inspection services. Bidders must be licensed California businesses in good standing and perform at least 75% of services in-house. Bidders must hold liability insurance meeting contract requirements and complete driver license and fingerprint clearance checks before contract execution and facility access.

The total budgetary limit is $150,000, with payment made for actual services rendered. Bidders quote hourly rates for towing, daily storage rates for standard and commercial vehicles, and hourly rates for post-storage inspections; all estimates are for evaluation purposes only. The anticipated contract term runs from March 1, 2027 through February 28, 2030, with possible extension at CHP's discretion contingent on satisfactory performance and funding availability. The award will go to the lowest responsive and responsible bidder after evaluation and California Department of General Services approval. Questions are due October 20, 2026 at 9:00 a.m. No pre-bid walkthrough is scheduled.
