About this opportunity

The California Highway Patrol Central Division Area Office is requesting bids on evidence impound, tow, and storage services under IFB 26C401001, with bids due October 21, 2026 at 2:00 p.m. The DVBE participation requirement has been waived, but bidders may claim DVBE incentive benefits (up to 5 percent adjustment) or small business preferences (up to 5 percent adjustment).

Services are as-needed and available 24 hours per day, seven days per week, across four tow-duty categories (light, medium, heavy, and super heavy duty) plus storage for standard and commercial vehicles and call-out post storage vehicle inspection services. Bidders must be rotation tow providers in good standing on the CHP Central Division Area Office Tow Service Agreement, hold a valid local business license, and have no suspensions within the past year. At least 75 percent of services must be performed with no more than 25 percent subcontracted.

The agreement is budgeted at $110,000 over the three-year term (May 1, 2027 through April 30, 2030); however, CHP makes no commitment to volume and will pay only for actual services rendered according to the rate schedule. CHP retains the right to extend the term as necessary. CHP intends to award a single agreement to the responsive and responsible firm offering the lowest bid.

Evaluation criteria prioritize lowest bid. Winning bidders must provide proof of liability insurance meeting specified requirements and complete driver license and fingerprint background checks before commencing work. Questions are due October 14, 2026. Bid opening occurs at 2:15 p.m. on October 21, 2026. No pre-bid walkthrough is scheduled. All bid materials become public records subject to the California Public Records Act.
