About this opportunity
The California Department of Highway Patrol is requesting bids for 24-hour, seven-days-per-week towing and storage services for evidence vehicles at the CHP Tracy Area office under IFB 26C266000, with bids due October 28, 2026 at 2:00 p.m. Bidders must be rotation tow providers in good standing with the CHP Tracy Area office Tow Service Agreement and cannot have been suspended from that agreement within the past year.
The scope covers towing services across three capacity categories—light duty (minimum 14,000 lbs. GVWR), medium duty (minimum 26,001 lbs. GVWR), and heavy duty (minimum 48,000 lbs. GVWR)—along with daily flat-rate storage charges and call-out inspection fees on an as-needed basis. Bidders must perform at least 75 percent of the work themselves and may subcontract no more than 25 percent.
The agreement is a two-year contract running from December 1, 2026 through November 30, 2028, with CHP reserving the right to extend the term as necessary. The budgetary limit is $49,999.00, though CHP makes no commitment to actual services volume and payment will be made for actual costs rendered according to the rate schedule.
Small/Micro Business preference up to five percent is available to certified small or micro businesses. A Non-Small Business Subcontractor preference up to five percent is available if at least 25 percent of work is subcontracted to small businesses. A DVBE incentive is available but the DVBE participation requirement has been waived. Award will be made to the responsive and responsible bidder offering the lowest bid after adjustment for applicable preferences and incentives.
Questions are due October 21, 2026 at 9:00 a.m., with public bid opening at 2:15 p.m. on October 28. No walk-through or bidders conference is scheduled. Bids must be submitted by hand delivery or mail to the CHP Business Services Section, Contract Services Unit at 601 N. 7th Street, Sacramento, California 95811. Anticipated agreement start is December 1, 2026, or upon Department of General Services approval, whichever is later.
