About this opportunity
The California Department of Highway Patrol is requesting bids on evidence impound tow and storage services at the CHP Tracy Area office under IFB 26C266000, with bids due October 1, 2026 at 2:00 p.m. Bidders must hold good standing status as a CHP Tracy Area Rotation Tow provider with no suspensions in the past year — a hard eligibility gate.
Services are as-needed, 24/7 and include light duty tows (minimum 14,000 lbs. GVWR), medium duty tows (minimum 26,001 lbs. GVWR), heavy duty tows (minimum 48,000 lbs. GVWR), rotator services, vehicle storage, and post-storage inspections. Bidders must perform at least 75 percent of work in-house with no more than 25 percent subcontracted. All successful bidders and assigned personnel must pass driver license checks and fingerprint background checks before commencing services.
The estimated contract value is $60,000, though CHP makes no commitment to a specific volume and reserves the right to increase or decrease services as needed. The agreement term runs December 1, 2026 through November 30, 2029, with CHP retaining extension rights. Pricing is structured on hourly rates for towing services and daily storage rates; bidders submit unit costs for each category and are paid based on actual services rendered.
CHP will award to the responsive and responsible bidder offering the lowest cost after adjusting for applicable preferences: Small/Micro Business Preference (up to 5 percent), Non-Small Business Subcontractor Preference (up to 5 percent for non-small businesses with 25 percent small business subcontractors), and Disabled Veteran Business Enterprise Incentive (varying 1 to 5 percent based on participation level). The DVBE participation requirement has been waived but remains available as an incentive. Questions are due September 24, 2026 at 9:00 a.m. No walk-through is scheduled.
