About this opportunity

The California Department of State Hospitals (DSH) is requesting bids for water tender rental services on an as-needed basis under IFB# 26-41066-000, with bids due August 12, 2026 at 2:00 PM. A 5% small-business preference applies to certified small businesses, and a 1–5% Disabled Veteran Business Enterprise (DVBE) incentive is available based on participation level, with cumulative adjustments capped at $100,000.

The scope requires a contractor to supply a minimum 2,000-gallon gasoline or diesel-powered water tender available 24 hours per day, seven days per week on an as-needed basis across six DSH locations: Atascadero, Coalinga, Metropolitan (Norwalk), Patton, Sacramento, and Napa (primary location). The contractor must provide all materials, supplies, tools, equipment, transportation, licenses, certifications, permits, insurance, and personnel necessary for operations. Contractor responsibilities include equipment delivery with full fuel tanks, maintenance, repairs, California Highway Patrol biennial inspections, and replacement of inoperable equipment within one business day. Failure to respond to service requests within 24 hours may result in DSH engaging alternate awarded contractors.

The anticipated contract term runs from September 1, 2026 through June 30, 2028, with DSH reserving the right to extend for up to one additional year at the same rates. Pricing shall be submitted as daily, weekly, or monthly rental rates; separate line items for mileage, delivery, pickup, and service charges are permitted but must not exceed $460 per delivery and pickup combined. DSH intends to award to a single service provider but reserves the right to award to up to two providers per location based on lowest responsive and responsible bids. Questions are due July 31, 2026. Public bid opening is scheduled for August 13, 2026, with Notice of Intent to Award posted the same day. Monthly invoices must be submitted in arrears within 12 months of service delivery, subject to prorated deductions for equipment downtime or failure.
