About this opportunity
The California Department of Social Services is requesting bids for daily courier services connecting its Developmental Disabilities Services Division branches in Covina, Glendale, and Los Angeles State Programs under IFB 26-3031, with bids due August 11, 2026 at 3:30 p.m. Pacific Time and questions due July 21, 2026. The DVBE participation requirement has been waived, but in case of tied bids, DVBE-certified bidders receive preference over Small Business Enterprise bidders.
The scope encompasses daily courier delivery (Monday through Friday, excluding state and federal holidays) connecting the three DDSD branches to the United States Postal Service, including mail collection from three post office boxes, secure transportation using locked covered vehicles with dollies or hand trucks, and postal transaction processing. The contractor must handle approximately 60 pounds incoming and 300 pounds outgoing daily from Covina and Glendale, and 40 pounds incoming and 20 pounds outgoing from the LA SP branch. All drivers must maintain valid California driver's licenses and signed confidentiality agreements, with contractors responsible for background checks. The CDSS may add, delete, or change locations with 30 calendar days' written notice.
Minimum qualifications include three years of courier service experience, a valid California Department of Motor Vehicles Motor Carrier Permit, covered trucks or large vans with specified cargo capacity, current vehicle registration, and three business references. Contractors must maintain comprehensive general liability insurance ($1 million per occurrence / $2 million aggregate), automobile liability insurance ($1 million combined single limit), and statutory workers' compensation coverage.
The contract term is 24 months from the proposed service commencement date of October 1, 2026, with an optional extension not to exceed 12 months at the state's discretion. Bidders submit an all-inclusive monthly rate for evaluation as the lowest responsive responsible bidder. The Notice of Intent to Award is anticipated for August 20, 2026. The contract maximum amount is to be determined.
