About this opportunity

Prince George County, Virginia Finance Department is requesting sealed bids on Invitation for Bid #26-12-0504 for on-demand plumbing services across 52 county facilities, with bids due June 25, 2026 at 2:00 p.m. (extended via Addendum 1 from the original June 17 deadline). The County reserves the right to make multiple awards to the lowest responsive and responsible bidder or bidders.

All plumbers must hold current Virginia contractor's license (Class B minimum) or journeyman certification; apprentices are limited to helper rates. The scope encompasses installation, repairs, and modifications to water, sewer, drain lines, storm drains, roof drains, commercial and residential bathrooms, kitchens, and commercial gas pipes. The County anticipates responding to routine requests within two hours of receipt and emergency requests with crews on site within two hours, with regular work completed within five days of notice.

Compensation is time and materials. Hourly labor rates must be inclusive of labor, overhead, profit, transportation, equipment use, materials, insurance, and all incidental costs, with regular rates applying to the first eight hours in a twenty-four-hour period and overtime rates thereafter, as well as for weekends and specified holidays. Material costs are billed at actual invoice costs plus a percentage markup specified in the pricing schedule. Work exceeding $2,999.99 requires prior County authorization via purchase order.

Bidders must submit a current W-9, Virginia State Corporation Commission identification number or statement of exemption, proof of current Virginia contractor's license, and at least five business references demonstrating similar services. Insurance requirements include workers' compensation (statutory), employer's liability ($100,000), commercial general liability ($1,000,000 per occurrence with the County named as additional insured), and automobile liability ($1,000,000 per occurrence).

The initial contract term is not specified, but the County may extend for up to 180 days and renew for four successive one-year periods with price increases capped at the Consumer Price Index for All Urban Consumers percentage change. Questions are due June 3, 2026 at 3:00 p.m., directed to Procurement Officer Chanee Moroh at cmoroh@princgeorgecountyva.gov. Bids are accepted electronically via eVA, by email, or by hand delivery.
