About this opportunity

The Texas A&M Forest Service is requesting bids for replacement of a cooling system at the WG Jones State Forest facility in Conroe, Texas (IFB-26-012), with bids due July 31, 2026, and mandatory on-site pre-bid attendance required on July 24 at 10:00 AM Central Time.

The scope covers full replacement of refrigeration equipment for a 355 square foot seedling storage building functioning as an outdoor walk-in cooler. Work includes installation of a new A2L-compatible system with indoor and outdoor units, new metering device, new level pad, all new copper lines, and all new drain lines. Bidders submit one lump-sum line item covering all labor and materials, with the bid sheet allowing for up to six line items if needed. The contract includes a minimum one-year parts and labor warranty.

Vendors must carry comprehensive insurance prior to contract execution: workers' compensation with $1 million limits per accident and disease; commercial general liability with $1 million per occurrence and $2 million aggregate; business auto liability with $1 million combined single limits; and excess/umbrella liability with at least $5 million per occurrence and in the aggregate. All policies must be underwritten by A.M. Best-rated carriers (A- or better financial strength) and must name the Board of Regents for The Texas A&M University System as additional insured on a primary and non-contributory basis. Certificates of insurance are due before performance commencement.

Award will be made on best value, with evaluation criteria including pricing, delivery, vendor capacity and skill, previous experience with Texas A&M Forest Service, and other factors determined by the agency. Bid prices must remain firm for twelve months from opening. The Forest Service has determined that subcontracting opportunities are not probable, therefore no HUB Subcontracting Plan is required. Written questions are due July 27 at 2:00 PM Central Time. Addenda will be issued by July 29 at 2:00 PM Central Time. Bids must be received by email to bids@tfs.tamu.edu by July 31 at 2:00 PM Central Time; faxed bids will not be accepted.
