About this opportunity
The California Department of Highway Patrol (CHP) is issuing an Invitation for Bids (IFB) Number 25C078004 for underground and aboveground storage tank inspection and training services across the CHP Central Region. The procurement encompasses comprehensive fuel storage tank services at 30 CHP facility locations spanning multiple counties including Fresno, Kern, Merced, Tulare, Santa Cruz, San Luis Obispo, Santa Barbara, Ventura, Mono, Monterey, Stanislaus, Madera, and Kings. Required services include monthly visual inspections of underground storage tank (UST) systems, bi-annual inspections for both UST and aboveground storage tank (AST) systems, filter replacements, facility employee training on tank system operation and monitoring, and Designated Operator functions in compliance with California Code of Regulations Title 23. The sealed bid submission deadline is April 27, 2026, at 11:00 AM to the CHP Business Services Section in Sacramento, with bid opening occurring the same date and time; a non-mandatory walk-through is available upon request with 24 hours advance notice. The contract is anticipated to run from May 1, 2026, through April 30, 2029, with potential extensions at CHP's discretion, and award will be made to the responsive and responsible firm submitting the lowest bid based on the sum of all 90 line item totals. Prevailing wage rates apply to this public works project as determined by the California Department of Industrial Relations.
Small business and micro-business preferences up to 5 percent are available for certified entities, as is a non-small business subcontractor preference for firms committing 25 percent small business participation. A Disabled Veteran Business Enterprise (DVBE) incentive program offers incentive adjustments of 1 to 5 percent based on disabled veteran business enterprise subcontracting levels and is not a participation requirement. Contractors must maintain liability insurance with limits of $1,000,000 per occurrence and $2,000,000 aggregate for general liability, $1,000,000 combined single limit for auto liability, and $1,000,000 per incident/$2,000,000 aggregate for pollution liability. Monthly payment will be made in arrears upon receipt and approval of invoices submitted to the Facilities Coordinator at the CHP Facilities Section in Sacramento, in accordance with California Government Code Chapter 4.5. Contract funding is contingent upon Budget Act appropriations for applicable fiscal years, and the State reserves the right to omit portions of work as deemed necessary or cancel the contract if sufficient funding is not appropriated. Addendum Number 1, issued April 10, 2026, corrected bid form quantities and incorporated previously omitted line items 71 through 90 into the comprehensive bid scope, establishing the revised basis for evaluation and award.
