About this opportunity
The California Environmental Protection Agency, Office of Environmental Health Hazard Assessment (OEHHA) is requesting bids for advanced laboratory analytical services to characterize microplastics in drinking water and bottled water matrices under IFB 25-E0035, with bids due June 10, 2026 at 5:00 p.m. PST. Questions are due June 3, 2026 at 10:00 a.m. PST.
OEHHA will award to the lowest responsive and responsible bid after applicable preference calculations. Optional participation in Small Business (SB), Disabled Veteran Business Enterprise (DVBE), and Target Area Contract Preference Act (TACPA) preference programs is available.
Bidders must meet minimum qualifications: three years of microplastics analytical laboratory experience with spectroscopy-based particle characterization, two years of QA/QC implementation experience for microplastics analysis, two years of chain-of-custody documentation experience, and two years of trace-level chemical analysis experience using chromatographic or mass spectrometric techniques. California Environmental Laboratory Accreditation Program (ELAP) accreditation is not required. Bidders must be in good standing with the California Secretary of State and hold a valid California business license.
The scope requires characterization of microplastic particles greater than 200–100 nanometers to 500 micrometers with associated chemical characterization. Key deliverables include an Analytical Project Plan due September 30, 2026; quarterly check-in and data/quality control packages; a Method Readiness and Validation Package; two annual cumulative data releases; and a Final Technical Report and Manuscript Package. All analysis must generate decision-grade, reproducible, policy-relevant data for exposure characterization, hazard interpretation, and risk-assessment analyses supporting OEHHA human health evaluation activities.
The maximum contract budget is $250,000. Bids exceeding this amount will be rejected. The proposed start date is June 30, 2026. All bids must be submitted via email to acquisitions.sections@oehha.ca.gov in non-fillable PDF format. Public bid opening occurs June 11, 2026 at 10:00 a.m. PST via Microsoft Teams. Bids must include three verifiable references from organizations within the past seven years, with at least one from a public entity preferably in California.
Opportunity text
You are invited to review and respond to this Invitation for Bid (IFB) titled, 25-E0035 Laboratory Analytical Services. This Agreement will provide advanced laboratory analytical services to characterize microplastics (MPs) in drinking water and bottled water matrices and to characterize associated chemicals relevant to the Office of Environmental Health Hazard Assessment (OEHHA) human health evaluation activities. Consistent with State Water Resources Control Board Resolution No. 2020-0021, microplastics are defined for regulatory purposes as solid polymeric materials, to which chemical additives or other substances may have been added, that are particles ranging from 1 nanometer to 5 millimeters in all dimensions and that originate either at that size or from the breakdown of larger materials, excluding polymers derived in nature that have not been chemically modified other than by hydrolysis. For this agreement, the operational analytical definition is the subset of that regulatory universe that the Contractor shall measure as particles greater than 200±100 nanometers to 500 micrometers, together with associated chemical characterization, so that OEHHA receives decision-grade, reproducible, and policy-relevant data for exposure characterization, hazard interpretation, and downstream risk-assessment analyses. Refer to IFB Attachment for more details.
