About this opportunity
The California Department of State Hospitals (DSH) has issued an Invitation for Bid (IFB) #25-30304-000 for optometry services at the Patton facility, seeking a contractor to provide comprehensive clinical eye care on an as-needed basis. The services will include eye examinations, screenings, follow-ups, eye refractions, pressure tests, cataract evaluations, and management of conditions like glaucoma and diabetic retinopathy. Required qualifications include a current California optometry license, glaucoma certification, and DEA registration certificate. The contractor must provide all necessary materials, supplies, tools, equipment, and personnel to support medical staff in delivering high-quality care consistent with state regulations. The procurement requires a minimum of two clinics per month, each consisting of at least 25 eye examinations, with rates capped at $1,200.00 per clinic. The optional bidder's conference is scheduled for December 10, 2025, with registration due by December 8, 2025, and the bid submission deadline is December 19, 2025, at 2:00 p.m., with a public bid opening on December 22, 2025. The anticipated contract term is from February 1, 2026, through January 31, 2029.
The solicitation includes several set-aside and preference provisions, with a small business preference of five percent for certified small businesses, microbusinesses, and non-small businesses with at least 25 percent small business subcontracting participation. A disabled veteran business enterprise (DVBE) incentive ranging from one to five percent will be applied based on participation levels. The contractor must maintain professional liability insurance with limits of $1,000,000 per claim and $2,000,000 aggregate, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and motor vehicle liability of $1,000,000 per accident. While no specific budget range is mentioned, the per-clinic rate restrictions and service requirements suggest a moderate-value contract. The services will be delivered on-site at DSH-Patton located at 3102 E. Highland Avenue, Patton, California, during standard business hours (Monday-Friday, 8:00 a.m. to 4:30 p.m., excluding state holidays). All invoices must be submitted within twelve months of service delivery, with payment processed according to Government Code section 927 et seq.
