About this opportunity
The California Highway Patrol (CHP) is soliciting bids through Invitation for Bid (IFB) #24C495003 for Ballistic Glass and Kevlar Panel Installation Services at the Coalinga Area Office. The procurement involves comprehensive security infrastructure upgrades, including retrofitting the existing counter with level 3 ballistic glass, installing new ballistic glass panels with matching aluminum framing, implementing a new level 3 bullet-resistant door, adding an electronic door entry device, and installing Kevlar sheeting around lobby walls. Contractors must possess a General B (General Building Contractor) license and be registered with the Department of Industrial Relations. A mandatory walk-through is scheduled for February 11, 2025, at 11:00am, with bidder questions due by February 17, 2025, at 9:00am, and final bids due on February 24, 2025, by 2:00pm. The contract will run from April 1, 2025, through March 31, 2026, with strict compliance requirements including 2010 Americans with Disabilities Act Standards, 2019 California Title 24, and Title 19 CCR Public Safety and State Fire Marshal Regulations.
The procurement includes a mandatory 5% Disabled Veteran Business Enterprise (DVBE) participation requirement, with a DVBE incentive available to qualifying vendors. Contractors must maintain Commercial General Liability Insurance of $1 million per occurrence and Automobile Liability Insurance of $1 million per occurrence. A payment bond equal to 100% of the contract value is required, and prevailing wage regulations will apply to the project. While specific budget ranges are not explicitly stated, the comprehensive security infrastructure upgrades suggest a significant investment in facility safety and modernization. The project is geographically situated in Fresno County and involves the Concord City jurisdiction, indicating a targeted regional improvement for CHP facility security. Potential bidders should carefully review all documentation, ensure compliance with licensing and insurance requirements, and demonstrate capability to meet the detailed technical specifications outlined in the IFB.
