About this opportunity

The California Highway Patrol (CHP) is conducting an Invitation for Bids (IFB #24C062004) for Electronic Bypass Management System (EBMS) Services across 37 Commercial Vehicle Enforcement Facilities statewide. The procurement seeks up to two contractors to provide a comprehensive electronic bypass system that allows pre-approved commercial motor carriers to bypass open enforcement facilities. Successful bidders must develop and implement a 90-day deployment, installation, and training plan, and maintain a continuous 24/7 connection with the Federal Motor Carrier Safety Administration's Safety and Fitness Electronic Records System. Key deliverables include real-time carrier credential verification, equipment installation, system maintenance, and robust reporting capabilities. Contractors must verify critical carrier information including DOT numbers, operating authority validity, and Inspection Selection System scores. The bid submission deadline is January 15, 2025, at 3:00 PM, with bid opening at 3:15 PM, and the anticipated contract term runs from May 1, 2025, through April 30, 2028.

The contract will be awarded at zero cost to the State of California, with contractors generating revenue by charging enrolled motor carriers directly for bypass services. Bidders must specify minimum and maximum subscriber rates per vehicle that will remain fixed throughout the contract term. The Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, though bidders utilizing DVBE participation may be eligible for incentives. While no specific incumbent vendors are mentioned, contractors must provide all necessary equipment, software, maintenance, and support at their own expense. The CHP intends to award contracts to the two lowest responsible bidders who meet all specified requirements and can demonstrate the technical capability to manage a statewide electronic bypass management system. Contractors will be responsible for all aspects of system implementation, including hardware, software, maintenance, customer support, and ongoing credential verification services.
