About this opportunity

Hays County Purchasing Office in San Marcos, Texas is requesting bids for the annual supply of concrete materials for road maintenance and construction projects under IFB 2026-B06, with bids due February 26, 2026 at 11:00 a.m. Central Time and questions due February 17 at 5:00 p.m. The contract term is one year with up to four additional one-year renewal periods at the county's discretion.

The scope includes TXDOT Item 421 Hydraulic Cement Concrete (PSI 3000 Class A and PSI 3600 Class C grades), Hydraulic Cement Concrete PSI 4500, TXDOT Item 401 Flowable Backfill 80–150 PSI, straight cement as an alternative when fly ash is unavailable, and flat fees for short loads. All materials must meet Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges (adopted November 1, 2014). Estimated annual quantities are approximately 500 cubic yards per item; the county is not obligated to purchase a minimum amount. Delivery extends to four variable job site areas within Hays County. Respondents may bid on all or any portion of items listed.

Pricing is F.O.B. destination delivery with all shipping, handling, delivery fees, and fuel surcharges included in the unit price; no separate surcharges are permitted except short load fees as specified. The county is exempt from federal excise and state sales tax, which must not be included in bids. Bid prices firm for the initial contract period; price redetermination may occur only at contract anniversary dates and requires 90-day advance written notice with substantiation that does not exceed the Producer Price Index increase published by the U.S. Department of Labor.

Award is based on total price, special needs and requirements, vendors' past performance records with Hays County if applicable, and the county's evaluation of vendors' ability to perform. Bidders must provide at least three references from similar-sized entities within the last five years and maintain Workers' Compensation, Auto Liability, and General Liability insurance before work begins. A piggyback clause allows other state and local government agencies with Interlocal Agreements with Hays County to purchase materials at the same prices. Anticipated award is March 2026.
