About this opportunity
The Lowell Housing Authority is requesting bids on HVAC equipment maintenance and repair services, including removal, replacement, installation, testing, and commissioning of boilers, domestic water heaters, and associated hot water storage tanks at various Authority-owned and managed properties, with bids due October 30, 2026 under IFB 2026-25.
The scope requires all labor, supervision, materials, equipment, tools, transportation, permits, testing, and incidental services necessary to bring equipment into service. Offerors must demonstrate adequate financial resources, satisfactory performance records, satisfactory integrity and business ethics, and compliance with Equal Employment Opportunity requirements. Contractors must not be suspended, debarred, or otherwise ineligible for federal contract awards.
The solicitation is governed by HUD instructions to offerors for non-construction contracts (HUD-5369-b) and incorporates mandatory HUD clauses applicable to Public Housing Authority contracts, including record-retention rights for the PHA, HUD, and the Comptroller General for three years following final payment; PHA exclusive ownership of all materials, reports, and documents produced; compliance with state energy conservation plans; and procurements of recovered-materials items where practicable on purchases exceeding $10,000. For contracts valued at $10,000 or more, the Authority may terminate for convenience or for cause.
Sealed offers must be addressed to the Lowell Housing Authority, Department of Finance and Procurement, 350 Moody Street, Lowell, MA 01854, clearly displaying the solicitation number, submission time and date, and the offeror's name and address on the envelope. Late offers are accepted only if mailed by registered or certified mail no later than five calendar days before the deadline or by Express Mail Next Day Service mailed two working days prior. The Housing Authority will award to the responsible offeror whose conforming offer is most advantageous, considering cost and other factors specified in the solicitation. The Authority reserves the right to reject any or all offers, accept other than the lowest offer, waive informalities and minor irregularities, and award multiple contracts. Questions are due by the bid due date; no separate question deadline is specified. Contracts are governed by Massachusetts law and the Authority's standard purchase order terms and conditions, which establish F.O.B.-Destination Prepaid delivery, one-year warranty, and a ten-day convenience termination clause.
