About this opportunity

The Lowell Housing Authority is requesting bids on window and screen supplies under IFB 2026-13, with proposals due June 29, 2026. This is a federally-funded procurement governed by HUD requirements for public housing authorities.

Sealed bids must be addressed to the LHA Department of Finance and Procurement at 350 Moody Street, Lowell, MA 01854, with the solicitation number, time, date, offeror name, and address clearly marked on the envelope. All offers must be signed by an authorized representative. Modifications to the solicitation must be acknowledged by the offeror by the specified deadline through signed return of amendments or by letter, telegram, or facsimile if authorized. Late offers are acceptable only if sent by registered or certified mail by the fifth calendar day before receipt deadline, or by Express Mail Next Day Service by 5:00 p.m. two working days prior to the deadline, except where late delivery results solely from LHA or HUD mishandling.

The LHA will award the contract to the responsible offeror whose conforming offer is most advantageous considering cost and other specified factors. Offerors must demonstrate adequate financial resources, satisfactory performance record, satisfactory integrity and business ethics, compliance with Equal Employment Opportunity requirements, and must not be suspended, debarred, or otherwise ineligible for federal contracts.

All suppliers and contractors are subject to the LHA's standard Purchase Order Terms and Conditions, including F.O.B. Destination Prepaid delivery, mandatory inspection and acceptance before payment, one-year warranty with repair or replacement of defective materials at no cost to the LHA, prevailing wage compliance with certified payroll submission, non-discrimination certification, and conflict of interest certifications. The LHA is tax-exempt under Massachusetts General Law Chapter 121B and Chapter 64H. Contracts are governed by Massachusetts law with jurisdiction in state and federal courts within the county. The LHA reserves the right to terminate any purchase order for convenience upon ten days' written notice. Proposals may be withdrawn by written notice, telegram, facsimile, or in person before award.
