About this opportunity

The City of San Marcos, Texas is requesting sealed bids for mowing, trimming, litter removal, trash and recycling services under IFB 2026-095, with bids due September 10, 2026 at 2:00 p.m. local time. Award is anticipated for City Council consideration on October 7, 2026.

The scope covers regular mowing and trimming at blade heights between four and six inches across city facilities and properties; vegetation debris removal from roadways and waterways; litter cleanup and removal; and trash and recycling container emptying. The contractor must provide all labor, equipment, tools, materials, supplies, and supervision. Work hours are normally 5:00 a.m. to 5:00 p.m., Monday through Friday. No subcontracting is permitted; 100 percent of work must be performed using the contractor's own personnel.

The initial contract term is two years, with automatic renewal for up to three additional one-year periods for a maximum cumulative term of five years. Either party may exercise non-renewal with 90 days' written notice. Price adjustments are permitted only at annual renewal periods and must be based solely on changes in direct costs as measured by the Producer Price Index. Payment is due within 30 days of invoice submission and city approval under Texas Government Code Chapter 2251. The City is exempt from state and local sales and use taxes.

Award will be based on lowest total cost. All prices must include labor, materials, equipment, insurance, overhead, travel time, and mileage, exclusive of taxes. The contractor must maintain minimum insurance coverage: $1,000,000 combined automobile liability per occurrence, $1,000,000 commercial general liability per occurrence with $2,000,000 aggregate, $5,000,000 umbrella liability, and workers' compensation insurance as required by Texas law. Bidders must certify a minimum of five years' experience and comply with all federal, state, and local laws.

Required submittals include Vendor References and Qualifications Form, Vendor Information Questionnaire and Assurances, W-9 Taxpayer Identification Form, House Bill 89 Verification Form, Conflict of Interest Questionnaire, and equipment listing. A non-mandatory but strongly suggested pre-bid conference is scheduled for August 25, 2026 at 11:00 a.m. via Microsoft Teams. Questions must be submitted in writing to dlukasik@sanmarcostx.gov with the solicitation number referenced. Complete bid documents are available at www.sanmarcostx.gov/eprocurement.
