About this opportunity
The Pueblo West Metropolitan District is seeking bids for the IFB-2025-WA-2410 Cyclone Trail Pipeline replacement project, located in Pueblo County and Pueblo City, Colorado. This Invitation for Bid (IFB) involves replacing an existing non-potable waterline with a new HDPE DR 17 waterline from Well #1, utilizing both open trench methods and Horizontal Directional Drilling (HDD). The project scope encompasses installing approximately 685 linear feet of 3-inch HDPE DR 17, 5,440 linear feet of 8-inch HDPE DR 17, 30 linear feet of 4-inch PVC C900, and 20 linear feet of 8-inch PVC C900. A non-mandatory pre-bid meeting is scheduled for July 31, 2025, at 11:00 a.m. MT, with electronic bids to be received via Rocky Mountain E-Purchasing website until 2:00 p.m. MT on August 20, 2025. Contractors must provide a 5% Bid Bond with their submission, and the project has a contract time of 90 calendar days, with liquidated damages of $2,400 per working day for delays.
The procurement is open to all bidders, with specific encouragement for minority, small, disadvantaged, and women-owned enterprises to submit competitive bids. Successful bidders will be required to provide Performance and Labor & Material Payment Bonds, along with certificates of insurance. The base bid assumes HDD construction for most pipelines, and all materials must be provided by the contractor, who will also complete associated site work relating to the new waterlines. The project includes additional infrastructure elements such as installing vaults, manholes, valves, tie-ins, and appurtenances. Tentative board approval is set for September 8, 2025, with potential award actions to be completed by September 22, 2025. While specific budget ranges are not explicitly stated, the comprehensive nature of the project suggests a significant infrastructure investment for the Pueblo West Metropolitan District's water infrastructure improvements.
