About this opportunity

The Pueblo West Metropolitan District is seeking bids for the IFB-2025-WA-2404 Tract 337 Water Main Replacement project, an infrastructure improvement initiative located in Pueblo County and Pueblo City, Colorado. The procurement is an Invitation for Bid (IFB) for comprehensive water infrastructure construction, specifically involving the installation of new HDPE potable waterlines across multiple drives including Byrd, Kipling, Homer, Cellini, and Tolstoi. The project requires constructing approximately 3,920 linear feet of 10-inch HDPE waterline and 2,600 linear feet of 8-inch HDPE waterline, utilizing primarily horizontal directional drilling (HDD) methods with some open-trenching in specific areas. Contractors must provide all necessary labor, supervision, equipment, tools, and materials, including boring and installing 1-1/2" water service lines to 187 affected properties. A non-mandatory pre-bid meeting is scheduled for October 21, 2025, at 10:00 a.m. MT, with electronic bid submissions due via Rocky Mountain E-Purchasing website by 2:00 p.m. MT on November 6, 2025, followed by an immediate virtual bid opening.

The project encourages participation from minority, small, disadvantaged, and women-owned enterprises, with a 5% Bid Bond required for submission. The contract will have a duration of 180 calendar days, with liquidated damages of $4,500 per working day for delays. Successful bidders must provide a Performance Bond, Labor and Materials Payment Bond, and Certificates of Insurance. The contract will be awarded to the lowest reliable and responsible bidder, with tentative board approval expected on December 8, 2025, and contract award actions to be completed by December 22, 2025. Funding for the project will come directly from the Pueblo West Metropolitan District. While no specific budget range is explicitly stated, the comprehensive nature of the water infrastructure replacement—involving multiple drives, extensive linear footage, and service line installations—suggests a significant capital investment. The project represents a critical infrastructure upgrade for the Pueblo West community, focusing on potable water system improvements and enhanced service delivery.
