All project work must encompass complete labor, materials, and equipment necessary for full project completion as specified in the project plans and specifications. The bid requires a 5% Bid Bond, and electronic submissions will be accepted via the Rocky Mountain E-Purchasing website until August 26, 2025, at 2:00 p.m. Mountain Time, with a virtual bid opening immediately following at 2:01 p.m. A non-mandatory pre-bid meeting is scheduled for August 6, 2025, at 10:00 a.m. Mountain Time. The project has a 120-calendar day completion timeline, and successful bidders must provide a Performance Bond, Labor and Materials Payment Bond, and Certificates of Insurance.

The solicitation encourages participation from minority, small, disadvantaged, and women-owned enterprises, demonstrating a commitment to inclusive procurement practices. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests significant infrastructure investment. Potential bidders must register on the Rocky Mountain E-Purchasing website to access full bid documentation and specifications. The project appears to be locally funded by the Pueblo West Metropolitan District, with no explicit mention of state or federal funding sources. Contractors interested in this opportunity will need to demonstrate capability in trail construction, traffic control implementation, and comprehensive infrastructure development to be considered for the contract.
