About this opportunity
Bladen Community College is seeking to procure a Mobile Ambulance Simulator through Invitation for Bid (IFB #202404), targeting EMS educational training capabilities across Brunswick County and multiple Durham City jurisdictions in North Carolina. The procurement involves acquiring a comprehensive ambulance simulator that enables students to participate in live scenarios simulating a moving EMS unit environment with motion control capabilities. Specific technical requirements include a minimum 325 cubic feet patient compartment, hydraulic/pneumatic motion control system, HVAC functionality, oxygen and suction simulation, interior/exterior lighting, camera systems, and robust power systems including shore power and a 5500-watt generator. The bid is due on February 13, 2025, at 3:00 PM ET, with vendor questions required by February 3, 2025. The estimated contract award date is February 24, 2025, with a mandatory delivery timeline of 210 consecutive calendar days after purchase order receipt to the college's Dublin, NC location. Vendors must be authorized resellers/distributors capable of providing manufacturer warranties and maintenance options.
The procurement includes a Historically Underutilized Business (HUB) participation goal of 10%, encouraging minority and small business involvement. Vendors must be registered in North Carolina's Electronic Vendor Portal (eVP) system and submit bids electronically, with contract value expectations ranging between the small purchase threshold and $1,000,000. The solicitation appears to be open to qualified vendors who can meet the technical specifications and demonstrate capability to provide a high-fidelity mobile ambulance training environment. By implementing this simulator, Bladen Community College aims to enhance EMS student preparedness by offering realistic scenario-based training that replicates prehospital settings and improves overall employability skills. The procurement strategy emphasizes technical competence, warranty provisions, and maintenance support as key evaluation criteria for potential vendors.
Opportunity text
Bladen Community College seeks to procure an ambulance simulator that allows EMS students the ability to participate in live scenarios that simulate the live environment of a moving EMS unit. The ability to recreate this environment is very limited without the use of an ambulance simulator with motion control. The mobile unit allows the students to operate in various environments that may occur in the prehospital setting. By coupling this device with mid to hi-fidelity simulations, the students are also afforded the opportunity for simulations that are not always available in the clinical setting. This ability better prepares the student for employability.
