About this opportunity
The California Department of Forestry and Fire Protection (CAL FIRE) has issued an Invitation for Bid (IFB) 1CA07395 for Septic System Pumping Services at the Laytonville Fire Station in Mendocino County. The procurement seeks a contractor to provide weekly septic system pumping services for a single 2,400-gallon capacity tank, which includes comprehensive services such as materials, labor, equipment, permits, transportation, and disposal of pumped contents. The bid is scheduled for release on May 6, 2025, with an optional pre-bid walk-through set for May 13, 2025, at 11:00 a.m. Written questions from potential bidders are due by May 15, 2025, and final bid submissions are required by May 20, 2025, at 3:00 p.m. The contract term is anticipated to run from July 1, 2025, to July 1, 2026, with CAL FIRE reserving the option to extend the agreement for two additional years. Key qualifications include possessing appropriate licensing, motor carrier permits, and insurance, with a minimum commercial general liability insurance requirement of $1,000,000 per occurrence.
The solicitation includes provisions for small business and disabled veteran business enterprise (DVBE) participation, offering a potential 5% DVBE incentive, though no specific participation goals are mandated. Bidders must provide certifications demonstrating compliance with California Civil Rights Laws, Darfur Contracting Act, and Executive Order N-6-22 regarding economic sanctions against Russia. The estimated service frequency is 52 times per year, with each service involving approximately 2,400 gallons of septic system pumping. While no specific budget range is explicitly stated, the comprehensive nature of the services and the annual frequency suggest a moderate-value contract. CAL FIRE actively encourages DVBE involvement, indicating a preference for diverse and inclusive contracting practices. The procurement is specifically targeted at contractors with the technical capability to perform specialized septic system pumping services for a fire station facility, with a focus on reliable, consistent service delivery.
