About this opportunity

The County of San Mateo, California, is seeking qualified vendors through Invitation for Bid (IFB) No. 2026-IFB-00142 to provide Orasure Health Kits and Supplies for HIV and HCV testing. The procurement seeks various testing kits including OQ Advance HIV kits (100 and 25 count), HIV controls, HCV kits and controls, and OraQuick HIV OTC kits. Key requirements include appointing an account representative with a backup contact, providing comprehensive monthly/quarterly/yearly usage reports, and maintaining a three-business-day delivery timeframe after order receipt. The bid was released on October 15, 2025, with questions and comments due by October 22, 2025, and bid submissions due by October 31, 2025. Evaluation criteria will focus on the Total Bid Price, with bidders ranked from lowest to highest, and the contract will be structured as a three-year vendor agreement with items ordered on an as-needed basis throughout the fiscal year.

The solicitation includes provisions for local business preferences, potentially providing advantages to local businesses, non-profits, and small or micro businesses located in San Mateo County. Vendors must comply with county ordinances including living wage, jury service, and non-discrimination regulations. While specific budget ranges are not explicitly stated, the contract will be awarded based on unit pricing for six different kit types. The procurement does not appear to have specific set-aside designations for disadvantaged enterprises beyond the local business preference. Vendors must demonstrate capability to provide detailed reporting, maintain responsive account representation, and meet the county's operational requirements. The three-year contract will allow the requesting department to order items directly from the selected supplier, with the expectation of high-level responsiveness and comprehensive reporting to track usage and expenditures across different departments.
