About this opportunity
VDOT's Staunton District is soliciting bids through IFB 161291 for incidental and critical asphalt patching on primary and secondary roadways in Clarke and Warren Counties within the Edinburg Residency, with bids due November 9, 2026 at 2:00 PM. A Small Business Subcontracting Plan is required unless the bidder is certified as a small or micro business by the Department of Small Business and Supplier Diversity (DSBSD). Bidders without that certification must identify subcontracted portions of work to DSBSD-certified small businesses, and the Commonwealth has set an award priority for DSBSD-certified micro and small businesses.
Patching operations are limited to 500 feet in length and address unplanned pavement damage from sinkholes, accidents involving contaminants or vehicle damage, vehicle fires, bridge approach settlements, winter breakup damage, spot leveling, and miscellaneous paving at VDOT facilities. Contractors must furnish experienced personnel, equipment with operators, labor, traffic control, and supervision. Prevailing wage rates set by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers. Required insurance includes workers' compensation, employer's liability of $100,000, commercial general liability of $1 million per occurrence and $2 million aggregate, and automobile liability of $1 million combined single limit.
Pricing is a firm unit price per short ton for patching, with separate line items for milling machine services (per square yard per inch of depth), hourly equipment rates, and mobilization fees. The normal mobilization fee is $1,500, a critical or emergency mobilization fee of $500 applies in addition to normal mobilization, and night mobilization adds $1,000. Hauling mileage compensation applies to distances exceeding fifteen miles from the plant to the job site. Payment is made within 30 days of invoice receipt following verification of work completion. A vendor transaction fee of 1% applies, capped at $500 for DSBSD-certified small businesses or $1,500 for other businesses.
The contract term is one year with renewal options, and the start date is determined at award. No pre-bid conference will be held. A virtual public bid opening is scheduled for November 10, 2026 at 9:00 AM, and bids must be submitted electronically through eVA with all required attachments.
