About this opportunity
Virginia Department of Transportation (VDOT), Hampton Roads District, is soliciting bids under IFB 161237 for on-call asphalt patching and flexible pavement planing, with questions due October 28, 2026 at 2:00 p.m. EST/EDT and bids due November 4, 2026 at 5:00 p.m. EST/EDT via eVA. The solicitation requires a Small Business Subcontracting Plan (SBSP) from every bidder unless the bidder is certified as a small or micro business by the Department of Small Business and Supplier Diversity (DSBSD) at bid closing. Non-certified small business bidders that select "I Plan To Use Subcontractors" must name DSBSD-certified subcontractors. The Commonwealth's goal is over 42 percent of purchases from DSBSD-certified small businesses.
The work covers removing deteriorated pavement, disposing of unsuitable materials, flexible pavement planing, surface replacement, traffic control, and related maintenance on primary and secondary routes in Isle of Wight, Greensville, Southampton, and Sussex Counties, plus miscellaneous patching at VDOT facilities. The posting's jurisdiction field lists James City County, but the solicitation files specify the four counties above. Bidders must hold a minimum Class A Contractor's license with Highway/Heavy classification from the State Board for Contractors, or demonstrate exemption under Virginia Code § 54.1-1101(A)(4). The crew must include intermediate work zone certification and VDOT Asphalt Field Level 1 and 2 certifications, and a certified Asphalt Field Level 2 technician must be present during all paving operations. Prevailing wage rates set by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers. Virginia Code Red Ozone Day requirements suspend gasoline and diesel equipment use in designated non-attainment and maintenance areas on predicted days from May through September.
Pricing is per ton of material placed for patches, in two line items (10 tons or less and 11 to 50 tons), and per square yard per inch of depth for planing, in two line items (100 square yards or less and 101 to 500 square yards). Bids must include all equipment, labor, supervision, materials, traffic control, fuel, and mobilization. Payment is due within 30 days of receipt of valid invoices and verification of satisfactory work. The contract runs one year from award with renewal options. Required insurance includes statutory workers' compensation, $100,000 employer's liability, $1 million per occurrence and $2 million aggregate commercial general liability, and $1 million combined single limit automobile liability when non-Commonwealth vehicles are used. The solicitation has no pre-bid conference, and the virtual public bid opening is November 5, 2026 at 9:00 a.m. EST/EDT.
