About this opportunity
The Virginia Department of Transportation (VDOT) Culpeper District is requesting bids on delivered stone (various types of tailgate spread aggregate) for furnishing, delivery, and stockpiling on an as-needed basis to multiple locations within the Charlottesville and Louisa Residencies, with bids due October 20, 2026 and public bid opening October 21, 2026. The solicitation is set-aside for award priority to DSBSD-certified micro businesses or small businesses, including women-owned and minority-owned businesses.
All delivered stone must conform to VDOT Material Specifications (Sections 202–209 of the 2020 Road and Bridge Specifications) and be sourced from VDOT pre-approved plants or quarries listed on Approved List #5. Contractors must provide advance delivery notification at least 24 hours prior to intended delivery and complete all ordered quantities within five business days. Delivery normally occurs Monday through Friday between 7:00 AM and 3:00 PM, excluding federal and state holidays. Unit pricing is quoted per short ton and must include all transport and delivery costs on an FOB delivered basis.
The contract term is one year from award and is nonrenewable. Bids must be submitted electronically through eVA with all required attachments: State Corporation Commission Form, Small Business Subcontracting Plan (SBSP), Subcontractor Approval Request, Normal and Emergency Contacts, and Quarry Source of Material. All bidders must submit an SBSP unless certified as small businesses by DSBSD at bid closing. The Commonwealth has established a goal that over 42% of purchases be made from small businesses. No work may be subcontracted without prior written VDOT approval.
Contractor transaction fees apply at 1 percent of order value, capped at $500 for DSBSD-certified small businesses and $1,500 for other businesses. Payment is made within 30 days after receipt of valid invoices and verification of satisfactory goods received under the Virginia Prompt Payment Act.
