About this opportunity

The Virginia Department of Transportation (VDOT), Staunton District, is soliciting bids for incidental and critical asphalt patching services on primary and secondary roadways in Clarke and Warren Counties within the Edinburg Residency, with bids due July 31, 2026 at 2:00 PM EST/EDT. This solicitation is set-aside for award priority to DSBSD-certified micro and small businesses; firms not certified as small businesses must submit a Small Business Subcontracting Plan identifying subcontracted portions.

The scope encompasses asphalt patching operations limited to 500 feet in length, along with small miscellaneous paving and patching projects at VDOT facilities in the same area. Work addresses unplanned damage including sinkholes, accidents involving spills or vehicle damage, vehicle fires, bridge approach settlements, winter breakup damage, and prime and double seal operations for the Rural Rustic Road program. The contractor must provide all equipment, labor, two flaggers, traffic control, and submit pricing on a firm unit-price basis per short ton with tiered rates for tonnage volumes of 1–50, 51–150, 151–250, and greater than 250 short tons. Additional equipment and services—milling machines, dump trucks, asphalt distributors, and vibratory rollers—are quoted separately on hourly rates. Mobilization fees ($1,500 normal, $500 critical/emergency, $1,000 night) and hauling-mileage compensation for distances exceeding 15 miles from the asphalt plant apply.

The contract period is one year effective at a date to be determined at award, with renewal options available. Prevailing wage rates as determined by the Virginia Commissioner of Labor and Industry apply to all mechanics, laborers, and workers. Required insurance includes workers' compensation with statutory requirements, employer's liability of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 in aggregate, and automobile liability of $1,000,000 combined single limit. Questions are due July 24, 2026 at 4:00 PM. No pre-bid conference will be held. A virtual public bid opening is scheduled for August 3, 2026 at 9:00 AM EST/EDT. All bids must be submitted electronically via eVA with required attachments including VA State Corporation Commission Form, Small Business Subcontracting Plan if applicable, Vendor Qualification/Equipment Inventory Certification Form, and references. Payment is due within 30 days of invoice receipt and verification of satisfactory work completion.
