The contractor must deliver a minimum of 500 tons spread daily until completion, weather permitting, complete all deliveries within five business days of notification, obtain signed delivery tickets, and maintain adequate inventory throughout the one-year (12-month) contract period with no renewal options. Bids must be submitted as firm unit prices per short ton on an F.O.B. delivered basis, with the contractor responsible for off-loading, tailgating, and spreading unless otherwise directed. Sealed bids are due electronically via eVA no later than 10:00 AM EDT on May 27, 2026, with a virtual public bid opening scheduled for 10:00 AM EDT on May 28, 2026 via Microsoft Teams. Payment will be made within 30 days of invoice receipt and verification of satisfactory goods pursuant to the Virginia Prompt Payment Act.

This solicitation is set-aside for award priority to small businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD), reflecting the Commonwealth's goal that 42 percent of its purchases be made from small businesses. All bidders not certified as small businesses must submit a Small Business Subcontracting Plan demonstrating plans to utilize DSBSD-certified small, women-owned, minority-owned, or service-disabled veteran-owned businesses for a specified percentage of work. Bidders must be registered with the Virginia State Corporation Commission or provide legal counsel opinions if out-of-state entities, and must complete and submit all required attachments including the VA State Corporation Commission Form, Normal and Emergency Contacts form, and Quarry Source of Material form listing up to four district sources. The primary contractor remains fully liable for all subcontractor work and must ensure compliance with all contract requirements; failure to complete and return required attachments may result in bid rejection or a determination of non-responsiveness. All bids are subject to standard Commonwealth procurement regulations, including nondiscrimination provisions, drug-free workplace requirements, Title VI Civil Rights Act compliance, and all applicable federal, state, and local laws. No specific budget range or award value is published in the solicitation documents; pricing will be based on unit bids submitted by qualified contractors.
