About this opportunity
The Virginia Department of Transportation (VDOT) has issued Invitation for Bid (IFB) #159389 to procure traffic signal ATC cabinets and associated equipment for its statewide Signal Maintenance System. The procurement is structured as an as-needed, requirements-based contract for furnishing and delivering complete traffic signal cabinet assemblies, with specific technical requirements detailed in attachments like Attachment F (ATCC-1 Cabinet Internal Layout) and Attachment G (ATCC-2 Cabinet Internal Layout). Bidders must provide a minimum of three and up to twenty complete cabinet assemblies per order, with the first ordered quantity required to be delivered within 30 days of VDOT's sample cabinet approval. A mandatory pre-bid conference was held on February 11, 2025, at 11:00 AM EST, with final bids due on March 7, 2025, at 11:00 AM EST, followed by a virtual public bid opening at 12:00 PM EST. The contract will be awarded to the lowest responsive and responsible bidder(s), with VDOT reserving the right to make multiple awards. The initial contract term is one year from the award date, with four optional one-year renewal periods available.
The solicitation includes a strong emphasis on small business participation, with VDOT having a goal that over 42% of purchases be made from businesses certified by the Virginia Department of Small Business and Supplier Diversity (DSBSD). All bidders must submit a Small Business Subcontracting Plan unless they are already DSBSD-certified small businesses. Price adjustments during renewal periods are limited to the percentage increase/decrease of the Intercommunications, Alarm and Traffic Control Systems category of the Producer Price Index. The contractor is required to provide a three-year warranty on all equipment and components. Bidders must complete detailed forms including State Corporation Commission registration information, subcontractor approval requests, references, and manufacturer and shipping point details. Successful vendors will need to obtain prior written consent from VDOT for any subcontractors and demonstrate the ability to meet the technical specifications for traffic signal cabinets, which include complex internal layouts, power configurations, and integration capabilities with existing transportation infrastructure.
