About this opportunity

This is an Invitation for Bids (IFB) issued by the Virginia Department of Transportation (VDOT) for hydraulic system maintenance and machine work for the Williamsburg and Surry transfer bridges and operating systems in Surry County, Virginia. The scope of work includes troubleshooting, repairing, and/or replacing defective components, parts, and materials on the hydraulic steering systems of the M/V Williamsburg and M/V Surry ferries, as well as the hydraulic operating systems for the five ramps/transfer bridges. The contract is for a two-year base period with three optional one-year renewal terms. Bidders are required to attend a virtual pre-bid conference on March 7, 2024, and bids are due by March 19, 2024. The contract will be awarded to the lowest responsive and responsible bidder.

The procurement is open to all bidders, though VDOT has a goal of 42% of purchases from small businesses, including women-owned, minority-owned, and service-disabled veteran-owned small businesses certified in Virginia. The successful bidder must submit a Small Business Subcontracting Plan if not certified as a small/micro business in Virginia. The contract is a Time and Materials contract, and materials, parts, and components will be invoiced at cost with no markup allowed. The total awarded contract amount is $20,000, and the contract was awarded to J.C. Mustard Engineering, Inc., a certified Micro SWAM (Small, Women-owned, and Minority-owned Business) supplier.
