About this opportunity

The Massachusetts Bay Transportation Authority (MBTA) is soliciting bids under IFB 152C-26 for switch point stock rail and frogs, with bids due December 1, 2026 at 2:00 p.m. The procurement is non-federally funded and runs through the COMMBUYS electronic bidding platform. The MBTA encourages participation from certified small, minority, women, and other disadvantaged-owned businesses but does not establish a formal set-aside.

The price sheet lists 16 line items totaling approximately 106 units for Green Line and Red Line (RTL) service. Items include 150' R flange-bearing frogs, modified #5 frogs, No. 6 AREMA medium-wall railbound manganese frogs, 250' R frogs, diamond assemblies for North Station and Government Center, and double and single switch points in right-hand and left-hand configurations. Designated installation locations include North Station, Riverside, Government Center, Bowdoin Loop, and system-wide deployments. The attached material specification governs dimensional, material-composition, tolerance, and acceptance requirements. Contractors working within ten feet of MBTA rail transit lines or in bus tunnels and yards must hold Right of Way/Roadway Worker Protection training and certification.

Bidders must submit Form A (Pre-Award Bidder Evaluation Data Form), Form B (Requested Goods & Services Pricing Form), and an executed MBTA Standard Terms and Conditions (Section 7.1). Prices must be firm fixed, inclusive of freight, packaging, handling, and delivery to MBTA facilities on an F.O.B. destination basis. Insurance requirements include $1 million per occurrence general liability, $1 million combined single limit auto liability, and $10 million umbrella liability, all on an occurrence basis, primary and non-contributory, with A- or better carriers. Contractors must comply with prevailing wage requirements. No performance guarantee or liquidated damages apply. The contract is open for use by all MassDOT divisions.

Award will go to the lowest-priced responsive bid from a responsible bidder, with a 120-calendar-day bid acceptance period. The MBTA reserves the right to reject any or all bids. A pre-bid conference date is to be determined at Ten Park Plaza, Room 2810, Boston.
