About this opportunity
The Massachusetts Bay Transportation Authority (MBTA) is requesting bids for Amber Standard Timber Tie 136RE Left Hand #8 Turnouts for the Widett Layover Facility project in Boston, with bids due October 26, 2026 at 2:00 p.m. EST via COMMBUYS. The procurement is restricted to vendors with documented experience on at least three previous contracts of comparable volume with North American transit properties or railroads — a core capability filter.
The scope comprises one hand-throw turnout and one powered turnout (two line items total) manufactured to Amtrak Specification No. 065-RBM-136 and delivered to 100 Foodmart Road, Boston, MA 02118 by September 2, 2027. The supplier furnishes all labor, materials, equipment, design, manufacturing, testing, fabrication, quality assurance, handling, shipping, and delivery. Shop drawings must be submitted within 60 days of order receipt for MBTA approval prior to manufacturing. Materials must comply with current AREMA Manual for Railway Engineering, AREMA Portfolio of Trackwork Plans, and Amtrak Standard Drawings. The complete turnout carries a one-year warranty post-installation to repair or replace defective materials and workmanship. Materials rejected for non-compliance will be replaced at the manufacturer's expense within one month.
All bid prices must be firm fixed prices inclusive of freight, packaging, handling, taxes, duties, and delivery on F.O.B. destination terms. The MBTA is exempt from Federal Excise Tax and Massachusetts State Sales Tax; these should not be included in bids. Prompt Payment Discounts are required at 10, 15, 20, and 30 days, with MBTA standard being 1% at 20 days and Net 45 payment terms.
Bidders must complete Form A (Pre-Award Bidder Evaluation Data Form), Form B (Requested Goods & Services Pricing Form), and sign the MBTA Standard Terms and Conditions. Proof of insurance complying with MBTA Minimum Insurance Requirements (Commercial General Liability $1 million per occurrence, Automobile Liability $1 million combined single limit, Workers' Compensation $1 million per accident) must be provided within three business days of conditional notice of award. Amendment No. 1, issued October 14, 2026, added a Bill of Materials required on page 32 of the specification document. Award will be made to the lowest priced responsive bid from a responsible bidder. The resulting contract is open for use by all MassDOT Divisions.
