About this opportunity

The Massachusetts Bay Transportation Authority is requesting bids for the Transit Signal Priority Project in Union Square, Somerville, with bids due September 24, 2026 at 2:00 PM EST through COMMBUYS. A pre-bid conference was held August 17, 2026. The scope, originally posted under IFB 115-26, was reposted as IFB 123-26 following removal of pavement markings and signage work that had already been completed.

The project installs and maintains transit signal priority systems, video detection equipment, and signal infrastructure across four intersections: Somerville Avenue/Washington Street at Webster Avenue, Somerville Avenue at Prospect Street, Webster Avenue at Prospect Street, and Somerville Avenue at Warner Avenue. Work includes replacement of ATC traffic controllers, installation of 12-inch and 4-inch LED signal indications, accessible pedestrian signal pushbuttons, TSP equipment to support MBTA fixed-route bus priority, and 360-degree and advanced barrel camera sensors. All materials must be new and sourced from the MassDOT Approved Equipment List. Shop drawings and submittals are due within 30 days of contract execution. Contractors must comply with the Manual of Uniform Traffic Control Devices, MassDOT Standard Specifications, and the MBTA Next Generation of Transit Signal Priority Technical Specification dated June 2024.

Bidders must submit firm fixed pricing on Form B with three lump-sum line items: TSP, Detection, Signal, Signs, and Markings; Mobilization/Demobilization; and Contingency. All pricing is inclusive of freight, taxes, and F.O.B. destination delivery. The MBTA is exempt from excise and sales taxes and will not pay customs duties. Award goes to the lowest responsive bid from a responsible bidder. Acceptance period is a minimum of 120 calendar days from bid due date.

Contractors must obtain Right-of-Way safety training before commencing work and submit proof of insurance within three business days of conditional award. Commercial General Liability minimum is $1 million per occurrence and annual aggregate; Automobile Liability is $1 million combined single limit; Workers' Compensation meets Massachusetts statutory requirements. All insurers must hold Best's ratings of A- or better and be licensed in Massachusetts. The MBTA must be named as additional insured on applicable policies.

The TSP system includes an initial three-year service period with optional four-year renewal periods extendable up to three times for a maximum total of 15 years, covering software and hardware maintenance and remote support. Video detection hardware carries a minimum one-year manufacturer warranty. Testing must run at least 30 days before final acceptance by the MBTA and local municipality. The MBTA encourages participation from certified small, minority, women, and disadvantaged owned businesses.
